Kemper echoes worries about Kansas City's debt load

I think maybe an intervention is in order. We could get all of the big wigs and muckety-mucks to show up. The Kaufman people could come on over along with the Hall family and tell Mayor Kay that she has spent this town into oblivion, she's living beyond her means, her clothes are tacky and she can bend over for all of the real estate developers she wants but that doesn't mean they'll love her. Yes, an intervention is in order.
